The phrase "O Rose, thou art sick" mysteriously appears on a computer screen at the Bankside Chemical Processing Plant, shortly before a massive computer malfunction causes the factory to be destroyed in a series of explosions. Meanwhile, on Moonbase, Nathan spring fires two corrupt cops, Hubble and Kenzy; he then receives a summons from Michael Chandri, a multi-millionaire working on a new surveillance system at Outpost 9. Spring and David Theroux visit the research centre, where Chandri informs them that his new 'intelligent-listening systems' - computers that monitor all broadcasts and decide for themselves on what to report to their users - have detected a plan to hi-jack the Earth-Moon shuttle. Believing the threat to be from an organisation called the Black Hand Gang, Spring returns to Moonbase only to learn of a collision back on Earth between two computer-controlled underground trains. On hearing that the same phrase appeared on the controllers' terminals, Spring realises that the line is a quote from a poem by William Blake - and that Chandri had several books by that author in his office. But as Spring and Theroux rush back to Outpost 9 to confront the tycoon, the shuttle in which Pal Kenzy and Star Cop Colin Devis are returning to Earth suddenly becomes the target of a hi-jack attempt...
